Feasibility Study – Ocean Literacy Network
This feasibility study explores Oslo Fjordskole’s ambition to establish a comprehensive structure for Ocean Literacy in Norway — rooted in the Oslo Fjord and scalable nationally and across Scandinavia. The study investigates what is required to develop a holistic environment that connects learning, research, public engagement and marine restoration into one coordinated framework.
Through systems-oriented design methods and collaborative workshops, we mapped existing actors, initiatives and gaps across tactical and strategic levels. The work revealed strong engagement and a rich ecosystem of partners, but also fragmentation in communication, limited public access to research, and untapped potential for collaboration. Ocean Literacy emerged as the unifying concept — not only as knowledge about the sea, but as awareness, emotional connection, responsibility and action.
The study proposes Oslo Fjordskole as both a physical learning arena and a strategic hub: a place for hands-on education for children and youth, and a coordinating platform linking academia, policy, culture and community initiatives. Key focus areas for further development include communication strategy, partnership building and spatial anchoring. Together, these form the foundation for strengthening marine awareness and building long-term stewardship for the Oslo Fjord and beyond.
